Priorities for Road Infrastructure Maintenance in a Case Study of Kepanjen Regency Roads Using SWOT Analysis and the Analytical Hierarchy Process (AHP)

Road pavement damage due to traffic loads can manifest in various forms, such as alligator cracking, longitudinal cracking, transverse cracking, potholes, rutting, and surface peeling. Therefore, prioritization is necessary for each road section within a single road maintenance program and activity. Addressing this challenge requires a comprehensive analytical approach to prioritize road infrastructure maintenance and improvement. The purpose of this study is to generate priority recommendations based on the analysis to support decision-making. The analysis found that the Blitar Regency-Kepanjen Highway Section is the first priority, followed by the Kepanjen-Gondanglegi Highway Section as the second priority, followed by the Wlingi City-Malang Regency Highway Section, and the Gondanglegi-Turen Highway Section as the last priority. It is also recommended that adjustments be made to the road maintenance priority criteria variables if this decision model is to be applied outside the Kepanjen Regency area and to deepen the comparative study regarding the reliability of the decision support system or software used in mapping the order of road preservation urgency
