Road pavement damage due to traffic loads can manifest in various forms, such as alligator cracking, longitudinal cracking, transverse cracking, potholes, rutting, and surface peeling. Addressing this challenge requires a comprehensive analytical approach to prioritizing road infrastructure maintenance and improvement. The purpose of this study was to determine the priority criteria for determining road infrastructure maintenance in Kepanjen Regency. Data analysis was conducted in two main stages: road condition analysis and the application of the AHP and SWOT methods. Five criteria were used to prioritize road maintenance in Karanganyar Regency: road condition, maintenance costs, average daily traffic, and a SWOT analysis. The SWOT analysis was divided into four sub-criteria: strengths, weaknesses, opportunities, and threats. The road condition criterion was the most influential criterion in determining road maintenance priorities in Kepanjen Regency. The next criteria are maintenance costs, average daily traffic volume, and a SWOT analysis. It is also recommended that adjustments be made to the road maintenance priority criteria if this decision model is to be implemented outside of Kepanjen Regency
