Road Handling Priority Analysis Using the Analytical Hierarchy Process (AHP) Approach for East Java Provincial Road Sections in Gresik Regency Based on the PKRMS (Provincial/District Road Management System)

The objective is to analyze the results of provincial road management priorities in Gresik Regency based on the PKRMS application, a government-developed road management system. This aims to obtain an objective picture of the condition of the provincial road network and to compare and integrate the prioritization results between PKRMS and AHP.
The results of road maintenance prioritization using the PKRMS application show that the technical priority for road maintenance differs from the cost requirement. Based on the TPI value, section 112 Petiyin–Karangcangkring is the first priority with a value of 83.7, followed by section 110 Surabaya City–Driyorejo–Legundi with a value of 76.2, and section 111 Legundi–Mojokerto Regency with a value of 24.5. However, based on maintenance work (MW), section 110 has the largest cost requirement, making it the section with the highest financing burden. Recommendations: Prioritization should be based not only on the cost of the work but also on the TPI value, AHP criteria weighting, road conditions, traffic volume, connectivity function, and the role of the road section in industrial and logistics areas
