Institutional Blind Spots in Climate Adaptive Port Infrastructure Decision Making Across Coastal Communities

Abstract

Coastal port infrastructure faces the risk of sea level rise, extreme waves, and abrasion, but adaptation decisions are often hampered by weak institutional coordination. This study aims to analyze the influence of authority fragmentation, limited risk data, and community participation on the quality of climate-adaptive port infrastructure decisions. The study used a mixed approach with a survey of 120 stakeholders and in-depth interviews with 24 informants from governments, port operators, engineering consultants, and coastal communities. Quantitative data were analyzed using multiple regression, while qualitative data were analyzed thematically. The results show that fragmentation of authority and data limitations decrease decision consistency, while community participation increases the relevance of adaptation designs. The research concludes that collaborative governance and risk data integration are needed to strengthen the resilience of coastal ports
