Analysis of Project Time Implementation on Dominant Variables Influencing DED Development Performance Using the CPM (Critical Path Method) Method in the Design and Build Contract in the Ministry of Health's Batch 3 PHTC Program (Case Study: Construction of the West Muna District Hospital)

This study aims to analyze the factors influencing the Detailed Engineering Design (DED) Development Performance for the West Muna Regency Regional General Hospital (RSUD) construction project using the Design and Build method, as well as the implications of these dominant factors on project implementation time. The research variables consist of Basic Design Quality (X1), Compliance Level with the DKPPK (X2), and Conformity to Field Conditions (X3) on DED Development Performance (Y). Data were obtained from 31 respondents consisting of the PPK (Commissioner of Works), the Ministry of Health Technical Team, Construction Management Consultants, Design Consultants, and Design and Build Service Providers. The CPM analysis results indicate a project completion duration of 343 days, a 48-day deviation from the remaining contract duration of 295 days. The project's critical path consists of planning and permitting, foundations, earthworks, floor structures 1–3, floor architecture 3, attached interiors 3, loose furniture 3, testing and commissioning, and handover. This study concludes that suitability of field conditions is the most dominant factor influencing the performance of DED development and has direct implications for achieving project implementation timelines
